Khaled Biyari Khaled Biyari

Khaled Biyari joined Saudi Telecom Group (STC) in May 2013 as the senior vice president (SVP) for Technology and Operations and thereafter he was appointed as the chief operating officer in January 2015.

Later that year in April 2015, he was appointed by STC board of directors as the company’s chief executive officer.

He has a vast experience in the ICT industry spanning across a broad spectrum of technologies and clients. He has worked on developing and achieving large business opportunities in the telecom market through cooperation agreements with large international OEMs.  

With an academic background, as well as industrial experience, and a broad spectrum of connections in government, semi-government, and large corporates, he is credited with a unique mix of capabilities and skills. His specialties include, but are not limited to, creation and management of business opportunities, structuring and re-structuring of organisations, negotiation of large contracts, and technical assessment of opportunities.

Prior to joining STC, he served as SVP and general manager at Advanced Electronics Company (AEC). From 1990 until 1995, Biyari was a professor of communication systems at the electrical engineering department at King Fahad University of Petroleum & Minerals (KFUPM).

Dr. Biyari also served as a member of the Committee responsible for developing the long term national plan for the ICT Industry in Saudi Arabia. He was also a member of the Executive Committee responsible for KFUPM’s long-term strategic plan. Biyari is also the chairman of the SAMENA telecom council.

In 2009, the council of ministers elected him to the board of directors of the Electricity and Cogeneration Regulatory Authority (ECRA) in Saudi Arabia. Biyari is also the chairman of the SAMENA telecom council.

Biyari holds a Ph.D. in Electrical Engineering-Communication Systems from the University of Southern California (USC) in 1990, and his B.S. and M.S. in Electrical Engineering from KFUPM in 1983 and 1985, respectively.
